KABUL, Afghanistan (CNN) -- A U.S. soldier has been captured by militants in Afghanistan, the U.S. military and the Taliban said Thursday.

The unidentified soldier has been missing since Tuesday. U.S. forces are exhausting all resources to find the soldier, the military said.

"We are not providing any further details at this time, in order to protect the welfare of the soldier," a military statement said.

The Taliban claimed responsibility for the abduction. The U.S. soldier was kidnapped along with three Afghan soldiers, Taliban commander Mulvi Sangeen said.

The U.S. soldier visited a military post in the Yousaf Khel district and got drunk, Sangeen said. He was ambushed while returning to his car and was taken to a safe place, Sangeen said.

CNN could not independently verify Sangeen's claims.

A source with the U.S. military denied the claim that the soldier was drunk.

CARACAS, Venezuela —  President Hugo Chavez says a U.S. general shouldn't be raising concerns that Venezuela is buying arms, and the American commander is wrong to argue there isn't a "conventional military threat in the region."

Chavez says the U.S. is a threat to Venezuela, and that's why his government is strengthening its military.

The comment is aimed at Gen. Douglas Fraser, who took over as commander of U.S. military operations in Latin America and the Caribbean this week. Fraser has questioned an apparent Venezuelan military buildup.

Chavez said Saturday that Fraser should look in a mirror, adding: "General, you're the threat!"

Venezuela has signed deals with Russia to buy more than $4.4 billion worth of arms since 2005.

WASHINGTON -- Stymied by Congress so far, the White House is considering issuing an executive order to indefinitely imprison a small number of Guantanamo Bay detainees considered too dangerous to prosecute or release, two administration officials said Friday.

No final decisions have been made about the order, which would be the third major mandate by President Barack Obama to deal with how the United States treats and prosecutes terror detainees.

One of the officials said the order, if issued, would not take effect until after the Oct. 1 start of the upcoming 2010 fiscal year. Already, Congress has blocked the administration from spending any money this year to imprison the detainees in the United States.

The administration also is considering asking Congress to pass new laws that would allow the indefinite detentions, the official said.
